Lowers fees for canoes, kayaks, sailboards, paddleboards, paddleboats, and rowing shells over 10 feet from $23 to $10.50

Reduces commercial and specialty fees: rental watercraft from $14 to $9, nonprofit teaching vessels from $8 to $4.50, dealer's licenses from $142 to $67.50, and commercial hire vessels over 19 feet from $164 to $75

Simplifies the commercial watercraft category by removing references to charter fishing, commercial fishing, and commercial passenger carrying, replacing it with a general "for hire with an operator" classification

Repeals the statutory definition of "other commercial operation" and takes effect July 1, 2026
