Expands approval requirements for expenditures from the Environment and Natural Resources Trust Fund's emerging issues account to include chairs and ranking minority members of legislative committees with jurisdiction over environment and natural resources finance, in addition to the governor

Requires the commission to initiate and recommend emerging issues account expenditures before approval can be granted

Establishes that commission recommendations for emerging issues account expenditures must receive an affirmative vote of at least 15 commission members

Amends Minnesota Statutes 2024, section 116P.08, subdivision 4, governing legislative recommendations for trust fund appropriations
