Prohibits the state commissioner and state agencies from purchasing single-use plastic food service ware (plates, bowls, cups, lids, straws, trays, cutlery, clamshell containers) and plastic bottles 21 fluid ounces or smaller

Requires bid specifications to explicitly prohibit these single-use plastic products in state procurement contracts

Exemptions allowed when: non-plastic alternatives are unavailable, purchases relate to emergency preparation or response, or products are needed to protect health/safety/welfare or accommodate persons with disabilities

Effective the day following final enactment, applying to bid specifications issued on or after that date
