Hotels and health clubs prohibited from providing personal care products (shampoo, conditioner, soap, body wash, lotion, disposable razors, hand sanitizer) in plastic containers, wrappers, or packaging that guests can remove from the premises

Refillable bulk plastic dispensers remain permitted, and hotels may provide restricted plastic products to guests upon request

Effective January 1, 2027 for health clubs and hotels with 50+ lodging units; effective January 1, 2028 for smaller hotels with fewer than 50 units

First violation results in a warning notice by certified mail with no monetary penalty; subsequent violations may incur civil penalties up to $500 per day, capped at $10,000 annually per establishment

Enforcement authority granted to the Minnesota Pollution Control Agency commissioner and county boards
