Removes the requirement for public utilities to disclose vendor names when itemizing travel, entertainment, and related employee expenses in general rate case filings with the Public Utilities Commission.

Maintains existing requirements for utilities to report expense date, amount, and business purpose for categories including travel, lodging, food, entertainment, board of director expenses, top 10 highest-paid employee expenses, membership dues, gifts, aircraft costs, and lobbying expenses.

Repeals the sunset provision (originally set to expire June 30, 2023, previously extended) for gas utility infrastructure cost recovery, making this cost recovery mechanism permanent.

Requires detailed itemization only for travel and food/beverage expenses incurred by vice president-level employees or higher and board members, with total category amounts disclosed for all employees.
