Expands eligibility for educational assistance to include children and spouses of prisoners of war (POW) and persons missing in action (MIA), in addition to children and spouses of deceased veterans

Removes the previous state residency requirement for deceased veterans (formerly required residency within 6 months of entering armed forces or 6 months preceding death)

Eliminates the single $750 stipend payment for eligible veterans while maintaining the $750 annual stipend for eligible children and spouses

Adds Tribally controlled colleges to the list of eligible institutions where benefits can be used, alongside state-operated schools and those licensed by the Office of Higher Education

Requires eligible institutions to submit annual reports by September 30 to the Commissioner of Veterans Affairs detailing program activity, enrollment/graduation data, and aggregate tuition costs

Repeals Minnesota Statutes section 197.752 (POW/MIA dependents educational assistance) and consolidates those provisions into the amended section 197.75
