Adds restitution payment as a new eligibility requirement alongside existing criteria, including time served plus earned compliance credits equaling the total release term length

Maintains existing provisions allowing the commissioner to deny supervision abatement status if it would present a public safety risk based on the individual's stability, behavior, or adjustment while on supervision

Individuals with lifetime conditional release terms must still serve at least ten years of active supervision plus earned compliance credits before eligibility, in addition to the new restitution requirement
