Appropriates $25,000,000 from the bond proceeds fund to the Commissioner of Transportation for the small cities assistance program under Minnesota Statutes section 162.145

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $25,000,000 to fund the appropriation

Bond issuance must follow procedures in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7
