Appropriates $5,600,000 in general obligation bonds for grants to the city of Byron and/or Olmsted County to cover local shares of replacing at-grade intersections with grade-separated interchanges along U.S. Highway 14

Appropriates $2,400,000 in trunk highway bonds for the state's share of the same interchange project

Funds environmental analysis, predesign, and final design for interchanges at Olmsted County State-Aid Highway 3 and State-Aid Highway 5 in Byron

Remaining funds after design completion may be used for right-of-way acquisition, construction, and equipping of the interchanges

Authorizes the commissioner of management and budget to sell and issue up to $8,000,000 total in state bonds ($5.6M general obligation, $2.4M trunk highway)
