School districts and charter schools must be allowed to continue counting students in average daily membership for the 2025-2026 school year if they were enrolled prior to November 1, 2025, and have not reenrolled in another Minnesota school

Amends Minnesota Statutes section 126C.05, subdivision 11, which governs average daily membership calculations for school funding purposes

Existing law allows the commissioner to permit continued student counting when attendance is prevented for more than 15 consecutive days due to epidemic, calamity, weather, fuel shortage, or other justifiable cause (excluding employee strikes)

The new provision applies only to the 2025-2026 school year and is effective retroactively from November 1, 2025
