Amends Minnesota Statutes 216B.03 to require the Public Utilities Commission to set rates that "promote affordable service for all Minnesotans" to the maximum reasonable extent

Adds a new requirement in section 216B.16 that when determining whether a utility's rate of return is fair and reasonable, the commission must give due consideration to customers' ability to pay the rates used to fund that return

Maintains existing requirements that rates encourage energy conservation, renewable energy use, and further goals in related energy statutes (sections 216B.164, 216B.241, and 216C.05)
