Commissioner of human services must submit waiver plan amendments to federal CMS by December 1, 2025, allowing providers of individualized home supports to bill for indirect services (services provided without direct contact with the recipient)

Indirect billing permitted when services ensure continuity of care, when reasonable attempts to involve the recipient have been made, when the recipient cannot participate due to illness/injury, or when the recipient chooses to allow services without direct contact

Billable indirect services include coordinating transportation, scheduling medical appointments, communicating with health professionals, arranging legal support and crisis prevention, and collaborating with employers to maintain recipient employment

Additional billable activities include coordinating access to basic needs resources (shelter, food, phone/internet), collaborating with property management and other service providers, and managing status changes and crises

Effective date is July 1, 2025
