Prohibits state agencies and political subdivisions (counties, cities, towns, school districts) from adopting or enforcing any requirement for individuals to be vaccinated against communicable diseases or show proof of vaccination

Prohibits businesses operating in Minnesota from requiring vaccination or proof of vaccination for customers to enter, employees to work, or service providers to operate at the business

Exempts existing K-12 school immunization requirements (section 121A.15), postsecondary immunization requirements (section 135A.14), and Minnesota Rules chapter 4604 from the prohibition

Creates new section 145.68 in Minnesota Statutes, chapter 145 (Health)

Effective the day following final enactment
