Prohibits research facilities in Minnesota from conducting research, teaching, surgery, experiments, studies, or tests that would be reportable under USDA APHIS Form 7023, Column E (procedures involving pain not relieved by anesthesia or euthanasia drugs)

Exempts activities required by federal law or regulation, including veterinary biological product testing under 9 CFR 113

Exempts federal research facilities from the prohibition

Establishes an administrative penalty of $10,000 per animal for each violation

Allows courts to order defendants found to have committed willful violations to reimburse the state for litigation expenses, considering the defendant's economic circumstances
