Requires a properly licensed natural person to be physically present in the driver's seat of any commercial motor vehicle using a Level 4 or Level 5 automated driving system, with duties to monitor performance and intervene if necessary

First offense for vehicle owners or lessors violating the requirement is a misdemeanor; subsequent offenses are gross misdemeanors with a $2,000 penalty for the second conviction, doubling for each additional conviction

Defines "automated driving system" as hardware and software capable of performing all dynamic driving tasks (steering, braking, accelerating, lane changes, responding to events) per SAE International standard J3016

Law takes effect the day following final enactment and includes a sunset date of July 1, 2033
