Amends Minnesota Statutes section 223.24, subdivision 2, governing the grain indemnity account

Establishes a minimum balance threshold of $15,000,000 that must be maintained in the grain indemnity account before any money can be transferred out

Retains existing permitted uses of the account: paying valid claims, premium refunds, administrative expenses, legal fees, and trustee payments

Administrative expenses include processing payments and refunds, enforcement, record keeping, and management and investment fees
