Repeals the requirement for the Commissioner of Management and Budget to assume a $250,000,000 reduction in special education aid appropriations in state budget forecasts for the biennium beginning July 1, 2027, and subsequent bienniums

Eliminates the automatic reduction mechanism to the special education cross subsidy aid factor that would have been triggered if Blue Ribbon Commission on Special Education recommendations did not achieve $250,000,000 in savings

Retains the requirement that the legislature identify enacted provisions recommended by the Blue Ribbon Commission on Special Education when adopting the Department of Education budget for the 2027-2029 biennium

Effective the day following final enactment
