Establishes a voluntary statewide student career pathways framework to improve student access to employer-connected career experiences through coordination among education, workforce, and postsecondary systems

Requires the commissioners of education, employment and economic development, and higher education to review and remove unnecessary state and federal policy constraints that limit local flexibility for career pathway programs

Directs commissioners to develop centralized resources including planning tools for personalized learning plans, model practices for career exploration, and strategies to expand participation among underserved students (low-income, students of color, rural communities)

Mandates joint guidance to schools, workforce boards, and postsecondary institutions on permissible uses of existing federal funds under the Workforce Innovation and Opportunity Act and Carl D. Perkins Career and Technical Education Act

Requires a joint report to legislative committees by January 15, 2028, on actions taken to remove barriers, framework usage by participating schools, and recommendations for further alignment
