Eligible grantees must be Minnesota-based nonprofits operating for at least 5 years, in good standing with the Attorney General, and have a current IRS Form 990 on file

Grant funds may only serve Minnesota veterans, their spouses, dependent children under age 22, or immediate family of veterans who died in the line of duty; veterans with physical, mental, or chemical health disabilities must be prioritized when resources are insufficient

Commissioner must develop a scoring system based on applicants' demonstrated history of serving veterans with measurable outcomes; requested grant amounts cannot factor into award decisions

Grantees must submit annual reports by February 15 (starting 2027) detailing grant amounts, number of people served, program completion rates, and charitable giving ratios; commissioner must report aggregated data to legislative committees by March 1

Commissioner may withhold grants for fraud, criminal investigation, reputational harm, or inability to deliver services, and may retain up to 5% of appropriated funds for administrative costs
