Creates Panhellenic special license plates for members of National Pan-Hellenic Council fraternities and sororities, available for passenger vehicles, one-ton pickup trucks, motorcycles, and recreational vehicles

Requires applicants to pay standard special plate fees plus a minimum $40 annual contribution to the Panhellenic foundations account

Establishes the Panhellenic foundations account in the special revenue fund, with money appropriated to the commissioner of public safety for administration costs and distribution to affiliated charitable foundations proportionally based on plates issued

Plates may be transferred to another qualifying vehicle owned by the same individual for a $5 transfer fee

Effective date is January 1, 2027
