Eliminates MinnesotaCare eligibility for undocumented noncitizens, defining them as individuals residing in the U.S. without approval or acquiescence of U.S. Citizenship and Immigration Services

Limits MinnesotaCare eligibility to U.S. citizens, nationals, and lawfully present noncitizens as defined in federal regulations (45 CFR 155.20)

Removes existing provisions that allowed adult undocumented noncitizens enrolled as of June 15, 2025 to remain enrolled, and deletes the January 1, 2026 phase-out date for adults 18 and older

Preserves eligibility for emergency medical assistance under section 256B.06 for lawfully present individuals ineligible for medical assistance due to immigration status with incomes at or below 200% of federal poverty guidelines

Takes effect the day following final enactment
