Mandates an annual ten-year capital highway investment plan that identifies funding needed for optimal life cycle investments, specifies trunk highway segments that may need removal from the system, and tracks progress toward state transportation goals

Requires a risk-based transportation asset management plan that inventories pavements, bridges, culverts, department buildings, intelligent transportation systems, traffic signals, pedestrian infrastructure, and transit infrastructure, with 10-year performance gap projections

Establishes a fiscal transparency dashboard requirement by January 1, 2027, displaying expenditure summaries by funding source, alignment with statewide transportation plan objectives, and identification of performance gaps between targets and projected status
