Modifications to Medical Assistance benefits, services, or administering entities will not automatically apply to the County-Administered Rural Medical Assistance (CARMA) program unless expressly stated in statute

Commissioner must publish a written estimate of local fiscal impacts to CARMA-administering counties before any Medical Assistance modification can take effect for the CARMA program

Removes the payment cap provision that previously limited CARMA payments to amounts that would have been paid to health plans under standard Medical Assistance for that county or region

Effective date is tied to Laws 2025, First Special Session chapter 3, article 8, section 25
