Establishes a "quality service wage" (QSW) requirement for workers at Minneapolis-St. Paul International Airport and other Metropolitan Airports Commission facilities, effective July 1, 2026

Covered workers include employees who spend at least half their workweek at covered airports and workers involved in preparing or delivering food for airplane consumption, excluding independent contractors and executive/administrative/professional employees

QSW rates must equal or exceed any MAC-established minimum wage, federal McNamara-O'Hara Service Contract Act health and welfare benefit rates for the region, and local guard SCA wage determinations where applicable

Employers violating the wage requirements face penalties between $1,000 and $10,000 per violation, in addition to existing penalties under Minnesota law

Amends Minnesota Statutes section 177.27 to grant the Commissioner of Labor and Industry authority to issue compliance orders for violations of the new quality service wage requirements
