Expands the Minnesota Board of Veterinary Medicine from seven to nine members, adding one licensed veterinary technician and one additional veterinarian or veterinary technician position appointed by the governor

Adds comprehensive definitions to veterinary law including terms for telemedicine, teletriage, emergency stabilization, veterinarian-client-patient relationship, surgery, physical rehabilitation, and veterinary medical facility

Requires veterinarian-client-patient relationships to include patient examination by the veterinarian at least once every 12 months, while allowing emergency stabilization and teletriage without an established relationship

Establishes new requirements for licensed veterinary technicians including 16 hours of biennial continuing education, detailed record-keeping standards, pharmaceutical service duties, and expanded grounds for license revocation or suspension (effective July 1, 2026)

Creates a drug donation program allowing animal owners to donate unused medications to veterinary facilities for reissue to other clients, nonprofit shelters, or animal pounds without charge, provided the drugs are unexpired, not controlled substances, and not compounded
