Veterans or former armed forces members who have forfeited federal benefits under 38 U.S.C. Chapter 61 (covering offenses such as treason, mutiny, or rendering assistance to enemies of the United States) are disqualified from receiving state-funded veterans benefits, services, or programs

Repeals Minnesota's Environmental Hazards Information and Assistance Act (sections 196.19-196.26), which provided information, referrals, and studies related to veterans' exposure to Agent Orange and other chemical agents

Eliminates the environmental hazards information and assistance section within the Department of Veterans Affairs, including the director position

Repeals section 197.225 requiring the commissioner of veterans affairs to collect and maintain data about Minnesota residents who died from service-connected causes while serving in the armed forces

Adds a deputy commissioner for administration to the Department of Veterans Affairs leadership structure, alongside existing deputy commissioners for veteran services and veteran health care
