Requires the Commissioner of Transportation to adopt a suitable design and erect appropriate signs marking the highway

Mandates that all signs identifying the trunk highway, including route and guide signs, must display the "Hortman Memorial Highway" name instead of or in addition to the highway number

Overrides section 161.139 requirements to ensure the memorial designation signage is implemented
