Proposes amending Minnesota Constitution Article V, Section 3 to explicitly authorize the governor to declare emergencies lasting up to 7 days without legislative approval

Requires legislative extension by majority vote of both houses to continue an emergency beyond 7 days, for up to 30 additional days

Replaces current system where the Executive Council extends emergencies with a requirement for full legislative approval; a "no" vote from either house terminates the declaration

Mandates the governor immediately convene the legislature if not in session during an emergency declaration

Constitutional amendment would be submitted to voters at the 2026 general election, with enabling legislation effective January 1, 2027 if ratified
