Removes statutory requirement that the legislature must first enact eligibility criteria before the Commissioner of Veterans Affairs can begin accepting applications from Secret War veterans

Establishes eligibility process requiring applicants to first apply for pre-need determination of burial eligibility at a VA national cemetery, with county veteran service officers providing application assistance

Creates special consideration pathway for applicants denied by the VA, allowing them to submit alternative documentation including service records, affidavits from commanding officers or fellow service members, photographs, newspaper articles, or veterans organization membership certificates

Sets December 31, 2030 as the deadline for submitting eligibility applications under the special consideration process, with denied applicants able to request contested case hearings within 60 days of denial
