Raises the minimum age for voter preregistration in Minnesota from 16 to 17 years old, affecting individuals who wish to register before turning 18.

Amends three sections of Minnesota Statutes (201.054, 201.061, and 201.071) to replace all references to "16 years of age" with "17 years of age" for registration eligibility.

Updates the voter registration application certification language to require applicants to confirm they are at least 17 years old (previously 16) and understand they must be 18 to actually vote.

Provides a transition provision allowing registration applications printed before the effective date to remain valid, while prohibiting election officials from distributing old forms after enactment.

Takes effect July 1, 2026, and applies to voter registration applications printed or submitted on or after that date.
