Postsecondary institutions accepting state or federal financial aid must provide students with Minnesota voter registration forms and information on how to register and request absentee ballots in all other 49 states during fall and spring semesters.

Institutions must provide voter registration forms and absentee ballot request forms applicable to a student's home state upon the student's request.

Institutions must maintain a webpage with voter resources including registration deadlines, residency requirements, absentee voting options, campus vote coordinator contact information, and the voter engagement plan.

Institutions must report implementation details to the Secretary of State by November 30 each year; the Secretary must then report to legislative committees by February 1 highlighting best practices for student registration.

Effective the day following final enactment.
