Expands the definition of "commissioner" in insurance holding company regulations to include the commissioner of health when regulating health maintenance organizations (HMOs), in addition to the commissioner of commerce.

Grants the commissioner of health authority to examine HMOs registered under insurance holding company system requirements, including assessing enterprise risk from controlling parties and affiliates.

Requires HMOs to pay examination expenses in accordance with section 62D.14, aligning their examination cost obligations with existing HMO statutory provisions.

Subjects HMOs to Minnesota Rules chapter 2720 (insurance holding company regulations) and requires compliance with provisions applicable to insurers, unless the commissioner of health adopts separate implementing rules.

Removes certain insurance holding company registration and reporting requirements (sections 60D.17, 60D.18, and 60D.20) from the list of provisions directly applicable to HMOs, streamlining regulatory obligations.
