Creates an essential public health functions contingency account in the state special revenue fund to maintain disease investigation, outbreak response, laboratory testing, public health alerts, and waterborne disease prevention when federal funding is unexpectedly reduced or eliminated on or after March 1, 2025.

Commissioner of Health may access funds only after determining federal funding cuts necessitate additional state resources and providing written notice to legislative health and human services committee chairs and ranking minority members.

Requires expenditure review and recommendation from the Legislative Advisory Commission before funds can be spent, following the same procedures used for federal funds.

Mandates annual reporting by January 15 to legislative committees detailing federal funding reductions, expenditure amounts, purposes, and other relevant documentation for any year the account is used.

Authorizes a one-time transfer from the general fund to the contingency account in fiscal year 2026, with the specific dollar amount left blank in the introduced version.
