Establishes the Minnesota Parkinson's Research Trust Fund as a special revenue fund in the state treasury to support innovative research on Parkinson's disease and provide caregiver assistance

Appropriates $25,000,000 in fiscal year 2027: $20 million for competitive research grants to universities and medical centers, $3 million for caregiver support programs (respite care, training, mental health resources), and $2 million to establish a Neurodegenerative Disease Advisory Council

Creates the Neurodegenerative Disease Advisory Council with representatives from research institutions, advocacy organizations, caregiver support groups, and neurological medical specialists to oversee fund administration

Requires the Commissioner of Health to develop and publish a state plan addressing neurodegenerative diseases within 12 months, including prevalence estimates, workforce development, and research priorities

Mandates annual reporting to the legislature by January 31 on grant recipients, research accomplishments, and financial costs of Parkinson's disease to Minnesota including Medicaid expenditures
