Appropriates $18,650,000 from bond proceeds to the Commissioner of Transportation for a grant to Dakota County for safety and capacity improvements on County State-Aid Highway 46 (160th Street/Brandel Avenue)

Reconstructs Highway 46 from a two-lane highway to a divided four-lane highway, running from Trunk Highway 3 through the Trunk Highway 52 interchange to County Road 48 in Coates, Rosemount, and Empire Township

Authorizes funds for design, engineering, right-of-way acquisition, construction, traffic control, environmental mitigation, pedestrian and bicycle facilities, utility relocation, and storm water management

Directs the Commissioner of Management and Budget to sell and issue up to $18,650,000 in state bonds under Minnesota Statutes sections 16A.631 to 16A.675
