Constitutional amendment proposals must include the full text, explanatory statements from the revisor of statutes, fiscal notes, and legislative vote counts

Guide must be written in English plus the three most commonly spoken non-English languages, with an audio recording available free upon request

Publishing campaign materials deceptively similar to the official guide is prohibited, with civil fines up to $5 per copy distributed or $10,000, whichever is greater
