Expands the definition of "development authority" to include Tribal governments and Tribal development entities, making them eligible for Metropolitan Council Livable Communities grant programs

Adds Tribal governments as eligible recipients of Metropolitan Council urban forestry grants for shade tree planting, replacing trees lost to pests/disease/storms, and establishing diverse community forests

Applies to the seven-county Twin Cities metropolitan area: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties
