Adds a Tribal representative appointed by the Minnesota Indian Affairs Council to the Metropolitan Area Water Supply Policy Advisory Committee

Changes appointment authority for officials from Chisago, Isanti, Sherburne, and Wright counties from the governor to county administrators or county managers

Allows Policy Advisory Committee members to continue serving after their four-year term expires until a successor is appointed, and permits unlimited reappointment

Requires appointed members who are no longer elected public officials to resign from the committee effective upon leaving office

Removes the Legislative Water Commission from the list of required report recipients; allows the Technical Advisory Committee to include one designated Tribal representative
