Government units and their employees performing official election duties are exempt from these requirements

Nongovernment mailers may highlight required fields on absentee ballot applications but cannot prefill any information

Mailings must include a clearly visible disclaimer stating the communication is not official and was not requested by a government official

Senders must include their name and street address in the return address position on the mailing envelope
