Grants the Public Safety Commissioner authority to collect debts owed for driver and vehicle services fees, including contracting with debt collection services, with collected funds deposited into the driver and vehicle services operating account

Requires customers completing online motor vehicle transactions (license plates, registration tabs, disability parking certificates) to have the option to pick up physical items in person at a deputy registrar's office of their choosing

Allows deputy registrars to retain filing fees from self-service kiosk transactions and delay disbursing remaining funds to the department until those fees are deposited in their accounts

Establishes that deputy registrars and driver's license agents are not responsible for collecting debts or making up amounts owed to the driver and vehicle services operating account—debt collection is solely the commissioner's responsibility

Removes the requirement for the commissioner to prorate payments when appropriations are insufficient, replacing it with automatic annual appropriation from the driver and vehicle services operating account to cover reimbursements to deputy registrars and license agents for no-fee transactions
