Repeals Minnesota Statutes section 161.178, which required greenhouse gas emissions impact assessments for transportation capacity expansion projects before inclusion in state or metropolitan transportation improvement programs

Repeals section 161.1782, which established a technical advisory committee to assist with implementation of the transportation greenhouse gas emissions assessment requirements

Cancels $3,000,000 in trunk highway fund appropriations from fiscal year 2025 that were designated for statewide and regional travel demand modeling related to the emissions assessment requirements

Removes requirements from the Minnesota state highway investment plan that procedures and guidance for capacity expansion projects conform with the greenhouse gas emissions assessment provisions

Eliminates provisions allowing metropolitan counties to use 17% of certain transportation funds for projects meeting offset action requirements under the repealed emissions assessment statute
