Establishes a protective services unit within Capitol Security to provide immediate security and personal protection for principal state officials (constitutional officers, legislators, and supreme court justices) in response to credible threats to their life or safety

Requires the commissioner of public safety to provide security for legislative proceedings upon written request from the speaker of the house or senate majority leader, including committee hearings, press conferences, and caucus meetings

Appropriates $3,980,000 in fiscal year 2027 from the general fund for the protective services unit, with a base of $3,250,000 in fiscal years 2028 and 2029

Mandates annual reporting by January 15 to legislative committees on Capitol Security activities, including threat assessments performed, credible threats identified, security costs, and recommendations for changes

Authorizes the commissioner to enter agreements with local law enforcement agencies for assistance and reimburse them for personnel time, travel expenses, equipment use, and other direct costs
