Expands eligibility for burial in state veterans cemeteries to include honorably discharged members of the National Guard or other reserve components, along with their spouses and dependent children

Requires the Commissioner of Veterans Affairs to establish a fee schedule for interment of National Guard and reserve component members and their eligible family members, with fees set to cover actual costs of interment (excluding plot value)

Authorizes the commissioner to waive or reduce burial fees for indigent eligible persons upon application, with required maintenance of policies, eligibility standards, and application forms for such waivers

Maintains no-cost burial (no plot or interment fees) for service members who die on active duty and eligible veterans as defined in federal law (38 U.S.C. § 2402)
