Creates the "Protect Our Courts Act" establishing privilege from civil arrest for individuals attending court proceedings without a judicial warrant, and requires courts to promulgate rules for law enforcement interactions in courthouses

Establishes the "Minnesota Bivens Act" allowing civil lawsuits against anyone who violates constitutional rights while conducting civil immigration enforcement, with damages, injunctive relief, and attorney fees available to prevailing plaintiffs

Requires hospitals to adopt policies by December 1, 2026 for interacting with law enforcement agents seeking patient information, including procedures for verifying warrants, protecting patient privacy, and posting immigration rights notices in multiple languages

Prohibits denial of K-12 public education based on immigration status and requires schools and postsecondary institutions to develop procedures for reviewing law enforcement requests to enter campuses; classifies immigration status data as private and restricts government sharing of any personal data for civil immigration enforcement purposes
