Increases penalties for public officer or employee misconduct from the current maximum of 364 days imprisonment and $3,000 fine to up to 1 year imprisonment and $5,000 fine for first-time violations

Creates enhanced penalty for repeat offenders: second or subsequent violations carry up to 5 years imprisonment and fines up to $10,000

Covered misconduct includes: intentionally failing to perform mandatory duties, knowingly exceeding lawful authority, unlawfully injuring others under color of authority, and knowingly filing false official documents

Effective August 1, 2026, applying only to crimes committed on or after that date
