Mandates that electric motorized bicycles and electric motorcycles be certified by an ISO-17065 laboratory for compliance with ANSI/CAN/UL Standard 2272 electrical safety standards before sale

Prohibits operation of vehicles on Minnesota highways if they do not meet specifications of vehicles defined in state law, whether as originally manufactured or subsequently modified
