Requires 12 hours of preassignment training within 21 days for Tier 1 personnel and 40 hours for Tiers 2-5, with training transferable between employers for up to three years

Mandates new training topics including community health/wellness, drug and alcohol addiction awareness, mental health crisis response, conflict de-escalation, CPR/AED/opiate antagonist administration, and citizen's arrest legal limitations

Requires 6 hours of annual continuing training for all security personnel, plus an additional 6 hours annually for those armed with firearms or weapons

Extends training requirements to employees of proprietary employers (in-house security) who must now complete tier-appropriate training under the same standards as licensed protective agents
