Expands eligibility for new water-use permits from the Mt. Simon-Hinckley aquifer to include agricultural irrigation outside metropolitan counties, in addition to the existing allowance for potable water use

Maintains existing requirements that applicants must demonstrate no feasible or practical alternatives to the aquifer source

Continues to require a water conservation plan be incorporated with any permit issued

Amends Minnesota Statutes 2024, section 103G.271, subdivision 4a
