Increases civil penalties for campaign finance violations from flat amounts (typically $3,000) to four times the amount of false, omitted, or undisclosed contributions and disbursements

Establishes "enhanced penalties" that become mandatory when violations exceed $25,000 and prohibits the Campaign Finance Board from waiving these penalties for good cause

Raises late filing fees for reports with over $25,000 in undisclosed activity from 2% to 10% per day of total contributions or disbursements

Imposes mandatory civil penalty of ten times the independent expenditure amount when noncompliance is intentional (up from four times the amount with a $25,000 cap)

Redirects all collected fees and penalties from the general fund to the state elections campaign account in the special revenue fund, effective January 1, 2027
