Reorganizes Minnesota Statutes section 473.142 governing Metropolitan Council small business contracting into separate subdivisions covering preference awards, contract designations, subcontracting requirements, direct solicitation, rulemaking authority, prompt payment, and applicability

Expands contract designation eligibility to include "small businesses" in addition to small targeted group businesses and veteran-owned small businesses when at least three qualified businesses are likely to respond to solicitation

Requires the Metropolitan Council to submit an annual report to the legislature by February 1 detailing contract awards, small business program activities, use of contracting preferences, subcontracting goals and good-faith efforts, and any financial incentives or sanctions imposed

Repeals section 473.144, which required affirmative action plan compliance certificates from the Commissioner of Human Rights for contracts over $100,000 with businesses having more than 40 full-time employees

Maintains existing prompt payment requirements mandating prime contractors pay subcontractors within 10 days of receipt of payment, with 1.5% monthly interest penalties for late payments
